University District Development
Phase 1 of the North West Cambridge Development comprised the development of a new district for the University of Cambridge on a 150 hectare site. The first phase of the development involved the delivery of: – Major infrastructure (roads, landscaping & public space and underground utility networks); – Common facilities (Community Centre, Primary School, Nursery, Supermarket and Retail Units); plus – Housing for University and College Staff, Post Graduate Students and Housing to Market.

Blackrock PM was appointed to produce an independent expert report on the delays experienced on the project.
The Contractor was claiming an additional £70 million. Blackrock PM presented its findings at a mediation and the parties agreed to settle the dispute, with the Contractor repaying £33m to Cambridge County Council.

Blackrock PM undertook a detailed review of the site diaries and other available contemporaneous information to deduce the as-built programme and actual critical path. These were used to produce a independent delay analysis report, which resulted in a favourable outcome for our Client.
Commercial Mix-use Development
Construction of a mixed-use development containing a hotel, apartments and a shopping mall.
Blackrock PM was appointed to provide quantum independent expert advice on disputed variations, extension of time costs, and final account measurements.
Construction of a major roadway, where key issues included: disputed measurement of bills; termination of the main contractor; and disputed variations.

Industrial Research Facility
Complex building envelope for a large petroleum research facility.

Urban Regeneration Project
Mixed-use urban regeneration project consisting of 5 buildings, with total site area of 5.8 acres, comprising commercial, residential and retail space. Key issues included: change of scope; permit and licence requirements; steelwork issues; and late party wall agreement.
Blackrock PM provided a detailed comparison between the status and progress achieved in each building at periodic points of time, as well as analysing the remaining duration and projection to establish the actual critical path of the project. A report was then produced, determining the critical activities that led to the project delay.
Refurbishment of a mixed-use development including a new central core refurbishment of 5 floors and construction of an additional floor, where the project experienced adverse ground conditions and partywall issues.

High value construction project involving six initial production facilities to process crude oil, water and gas from wells on three different sites, to increase the oil production capacity of an oil field development.
Blackrock PM prepared a report which reviewed the approach and methodology of the opposing party’s delay analysis. Further to this review, Blackrock PM identified the flaws and inconsistencies within the opposing delay analysis report and provided comments on our Client’s internal analysis of the same issues.

Closed Cycle Power Plant
Conversion of an open cycle power plant into closed cycle power plant by installing a steam turbine to work alongside the two existing gas turbines. Key issues included complex concurrency between an employer delay event and a contractor delay event, and uncertainty about the status of the works due to project being live and the works being underwater.
Blackrock PM provided a detailed review and critique of the opposing party’s expert report, as well as a time impact analysis of the project delays.
Extension of an iconic art gallery with a complex facade.
Blackrock PM’s independent expert advice was used for negotiations with the subcontractor regarding facade design, construction issues, and contractual amendments.
On-shore Oil Tank Farm
Engineering, procurement and construction (EPC) of an on-shore oil tank farm with associated pump station, substation, control and administration buildings, and truck loading facilities with a net capacity of 630,000m³, together with a jetty extending 1.5 km offshore including all topside facilities, mooring and loading platforms, marine loading arms (MLAs) and associated pipework and civil works. The works were also to include necessary soil investigations, pile testing, dredging and partial reclamation of the shore to accommodate jetty support facilities.
Blackrock PM was instructed to produce an independent expert report on the issues of: variations; extension of time; design changes; and delay.
High-end Residential Accommodation
Refurbishment of an eight-storey hotel into a high-end residential accommodation in a prime city centre location. The existing roof and level-eight structure were to be demolished, with two new steel framed timber floors added. As part of the scheme the facade was to be retained, and a live business on the ground floor was to remain unaffected throughout the project. Key issues included: steel design; unknown existing structural defects; and complex design issues.
Blackrock PM provided an independent expert opinion as to what extent mitigation measures implemented by the contractor contributed, or not, to the remediate project delay.
Remedial works on a section of sewer owing to a concrete blockage which occurred when installing a retaining wall to protect nearby cliff side properties from rock falls.
Blackrock PM was instructed to produce a quantity surveying independent expert report assessing the costs incurred as a result of sewer replacement works.
Leisure & Youth Centre
A leisure and youth centre development where a dispute arose regarding delay and disruption to the project.
Blackrock PM prepared an independent expert report analysing the critical delay incurred in preparation for a pending ICC Arbitration.
Defective steelwork discovered within a newly built television studios whilst the works on-site were being completed. Works had been procured on a Construction Management Basis with the Employer appointing each of the parties (design team, consultants and Trade Contractors) separately.
Blackrock PM was required to identify the actual critical path of the project, and the specific costs of each of the parties involved, that came as a result of the defective steelwork design issue. Through meetings with the Employer and their professional team and a thorough review of the correspondence disclosed, Blackrock PM was able to trace applicable costs to the precise issue under a variety of heads of claim and avoided the use of ‘global assessments’ which would have otherwise not assisted the court.
Grade II Listed Building
Redevelopment of a Grade II listed building in a major city centre, where defective groundworks and site investigation flaws delayed project progress.
Blackrock PM advised our client on their entitlement to an extension of time for the purpose of negotiations.
Commercial Mix-use Premises
Multi-story building that underwent substantial structural and internal refurbishment by the landlord while the existing sitting tenant ran a successful business from the ground-floor premises. The tenant took proceedings against the landlord for disruption due to extended duration of the works.
Blackrock PM provided an independent expert report on good project management practice for a project of this type, and what would be traditionally expected by contractors on similar projects.
